I don't think poor morale and weakness are the same thing. Morale is the "fuzzy feelings" way of saying they are motivated to do whatever they are commanded to. These people "don't have it in them" to mass murder them. No one said that's a flaw on their part, simply that it happened.

For people living in Kiev Russia has said for a while now that non combatants can safely flee Kiev from the northern part and come to their side where you will be send to either Russia or Belarus of course that is still dangerous as you will probably be shot at from your own side. The Ukrainian government has no plans to help you escape.
